Prelude
ICAR-National Academy of Agricultural Research Management (NAARM), is a Premier capacity strengthening organization of National Agricultural Research and Education System (NARES) of the country. The contemporary agricultural scenario and the resultant challenges, faced by the stakeholders of NARES, such as, scientists of research organizations of Indian Council of Agricultural Research (ICAR); faculty of agricultural Universities; subject matter specialists (SMS) of Krishi Vigyan Kendras (KVKs); research and marketing staff of private agricultural sector; agricultural graduates; entrepreneurs; students; and farmers-based organizations (FBOs), time to time, provide clues for the Academy to design and organize its capacity strengthening programmes. Evolving science and technology and its management, transforming educational sector and its management, trends in information and knowledge management, need for augmenting good governance and its management, construct the operating environment for ICAR-NAARM. Further, these challenges also bring-in opportunities towards inculcating leadership development, innovation systems management, and good governance, with a view to transform NARES in to National Agricultural Innovation System (NAIS), through capacity strengthening verticals such as capacity building programmes, educational programmes, research, consultancy and policy advocacy and promoting entrepreneurship in agriculture.

Conclusion
The ‘Citizen Charter’ explains about the role of ICAR-NAARM in engaging stakeholders through its activities. The contemporary challenges such as evolving science and technology, transforming education sector, trends in information and knowledge management and the need for augmenting good governance across NARES construct the operating environment for ICAR-NAARM. Demand for leadership development in NARES, innovations systems management and good governance throw ample opportunities for the Academy to formulate strategies to identify its critical domains of operation. The Academy addresses its capacity strengthening challenges through organizing capacity building programmes targeting various cadres of NARES; PG educational programmes; research, consultancy and policy advocacy; and promotion of entrepreneurship in agriculture on thematic domains such as research systems management; information and communication management; human resource management; education systems management; extension systems management and agri-business management. Further, the Academy through its competency framework, determined to address the individual needs towards personal effectiveness; business orientation; knowledge management; linkages and collaboration; leadership and discipline-related competencies. In a nutshell, ICAR-NAARM will act as a catalyst for organizational change, so that, the capacity strengthening activities will guide NARES towards transformation in to National Agricultural Innovation System (NAIS).
